SUMMARY of the priority project titled „The Monitoring of Municipal Developments II.”

The project’s strategic objective is to contribute to the emergence of an efficient and service-oriented local government attitude.

In the framework of the project, research programs will be implemented to extend the horizontal and vertical cooperation and coordination mechanisms
for a wider range of local government development projects implemented in the 2014-2020 programming period. The project covers the identification of inclusive factors of public services focusing on settlement development in order to define the information processing capacities and needs of the municipalities as well as the possibilities for further development. The project contributes to the renewal of public services at the settlement level through the exploration and processing of practical solutions and the elaboration of appropriate and adaptable coordination and integrative methodological tools (methodology, guidelines, recommendation, and impact assessment)

The role of local governments in the provision of local public services largely determines the quality of executed tasks. Therefore, the project cannot be implemented without examining the existing experiences of local governments, which they gained during the implementation of projects and their day-to-day operation. In order to gain a deeper understanding of these practices. and to promote more efficient provision and reform of local public services, three areas of research were identified:          

Research I. (coordination) – Applied research for the extension of the horizontal and vertical cooperation and coordination mechanisms of local governments.

Research II. (settlement management) – Applied research aimed at identifying the inclusive factors of local public service focused on local development, and their success and failure factors in the practice of the local governments.

Research III. (information processing) – Applied research defining local authorities’ information processing capacities (e.g. in the areas of development, planning, collaboration, methodology, etc.), their needs and opportunities for further development.

Applied research on the above-mentioned three themes will be carried out by the Ministry of Interior in their own accomplishment.

When summarizing the outcome of the research, the relevance and legitimacy of project results is ensured by channelling in the conclusions of all levels of the multilevel actor system, i-e. the opinions of the actors of the state administration as well as the actors of the local administration are included when formulating conclusions and recommendations.

The product results of the research have been defined so that the maximum level of knowledge can be captured and shared with the widest possible range of stakeholders. In addition to sending a documentation of the recommendations and guidelines that were formulated based on the research results to the local authorities, these will also be presented at various events, where participants will be given the opportunity to exchange experiences, in addition to acquiring new knowledge.

The results of the project will be submitted to the Government in the form of a report, which will present and disseminate the experiences, results and conclusions of all three research areas to governmental actors.

As a horizontal objective of the project, the achieved results and experiences are integrated into a public administration model, thus contributing to its professional foundation and to the development of the service provider’s approach of local government. In order to better inform and motivate the stakeholders, the content of the Service Provider Municipality Award will be elaborated.
